It consists of nine episodes/short stories that all revolve around interaction between humans and robots. There is a strong emphasis on visual storytelling as all of the stories save two have no dialogue or voice acting. Each story is written and directed by different animators/directors, many of who would become prominent in the anime industry in the ensuing decades. The soundtrack was composed by famed anime composer Hisaishi Jou, Fujita Isaku, and Takeichi Masahisa. The story that bookends the film was written and directed by mangaka Otomo_Katsuhiro and Fukushima_Atsuko. For Otomo, this was his anime directorial debut. The story is set in a barren desert and centers around a giant automated roaming carnival, the eponymous Robot Carnival. The carnival simultaneously dazzles its audience with its visuals and performances while wreaking destruction across the landscape. The second story, Franken's Gears, was directed by Morimoto_Kouji. This story, inspired by the novel Frankenstein, revolves around a scientist working on his masterpiece, a giant moving robot that will be brought to life via lightning. The third story, Deprive, is an action adventure story following the quest of an android hero who fights against robotic invaders to save his female companion. It was written and directed by Oumori_Hidetoshi. The fourth story, Presence, is the longest story of the anthology. It was written and directed by Umetsu_Yasuomi, but it lacks the action and sexuality that his later directorial efforts would be known for. It is a drama set in a land like Victorian-era England, except with technology advanced enough to create robots nearly indistinguishable from humans. It follows a scientist who has never had a mother's love, so he secretly creates a female robot who will give him the kind of loving relationship he desperately craves, only to get much more than he bargained for. This is one of the two stories to have dialogue. The fifth story, Starlight Angel, is a romance story created by Kitazuma_Hiroyuki. It follows two teen girls, one brown-haired, and the other blonde haired, as they have fun at a robot themed amusement park. The former catches the attention of one of the robot mascots, and he tries to get in contact with her after she accidentally drops a locket. However, their experience at the park turns sour once the blonde girl introduces her friend to her new boyfriend, who turns out to be the brown girl's boyfriend, revealing that he has been cheating on her. Heartbroken, the brown haired girl runs off while her friend and the robot mascot try to get her back and calm her down. This story is also notably the first instance the characters from Akira appeared in animation as cameos. The sixth story, Cloud, is the most minimalistic story and was created by Ouhashi_Manabu. It shows a robot walking through time while depicting the evolution of mankind through cloud formations. The seventh story, Strange Tales of Meiji Machine Culture: Westerner's Invasion, is a mecha comedy set in the Meiji era. It was directed by Kitakubo_Hiroyuki and its designs were created by two animators who would be known for mecha work, Sadamoto_Yoshiyuki (character designs), and Maeda_Mahiro (the mechs). It tells the story of a plucky team of Japanese teens who use their parade carnival mech to protect their town from the invasion of a Western mad scientist who has been inspired by Marco Polo. Things go comically awry for both factions as they wage their destructive battle. The eighth story, Chicken Man and Red Neck, was created by Nakamura_Takashi. The story centers around Chicken Man, a drunkard who wakes up after a hangover to discover that he is alone in the city of Tokyo, and robots, animated by Red Neck, are roaming the city. Chicken Man is discovered by Red Neck, sparking a wild chase around the city.
