One commonly cited number is that a skirt will cease to be a mere miniskirt when it's shorter than 20 cm (8 inches). A microskirt will typically make little if any effort to cover the wearer's panties, serving more to evoke the idea of a skirt (as part of a costume or uniform, for instance) rather than provide its function.
