It's culture and influence spread throughout Europe and America. The tag should be use pertaining to the fashion of the era, which was known for the elaborate gowns women wore and the top_hat, or if a character is wearing Victorian looking clothes. Not to be confused with Gothic_Lolita which is a modern style inspired by Victorian fashion. This was also the era in which the famous story of Alice_In_Wonderland was created.
