For much of his life, he was only known as Subject no. 8 and was treated as an experiment to create super intelligent animals for military purposes. He seemed to be a failure but unbeknownst to the scientists who experimented on him, he gained the ability to see into the future. The only person who knows he has this ability is Anya, which she discovered by reading his mind. Thanks to Anya, Subject no. 8 gets to experience what it's like to be part of a loving family with the Forgers. Anya names him Bond, inspired in-universe by the character of her favorite show Bondman and out-of-universe as a reference to the most iconic spy character James Bond. His name, combined with the family name, ends up creating a pun, Bond Forger. He is voiced by Matsuda_Keni'chirou, who has two roles in the anime. As Bond, he only speaks in barks and dog noises, but Matsuda speaks full sentences as the narrator for the series.
