are they? doremi is 9 at the beginning of the series and 12 by the end. at the end of the series they're about to enter highschool. also the very few nude/bath scenes in the show confirm: this artstyle is pretty much spot on

The Anime correspons to the third though sixth graes for the main girls and their classmates, but the Ojamajo Doremi 16 Light Novels cover grades 10-12.
