That's a localization change. Another image with the character gives a romanized spelling of "Effi" and dialogue in the Japanese voice acting clearly identifies her audibly as "FE." Now for some quotes from the Fire Emblem Wiki:

"Faye (Japanese: エフィ Efi) is a villager from Ram appearing in Fire Emblem Echoes: Shadows of Valentia. She was not present in Fire Emblem Gaiden and is a new addition to the cast introduced in the remake."

"Effie (Japanese: エルフィ Elfi) is a character in Fire Emblem Fates."

It looks like the FE14 character was also a localization change. Either it was an obfuscated reference to the franchise's initials, or else they liked what the localization team did with it so much that they made an FE15 character just to do the wordplay as a name in Japanese too. I'm leaning toward the former possibility though, because *wow* that English script for 14, so egregiously off in so many places like that infamous series of ellipses...
