For when a character is fully clothed, but their chest and genitals are left exposed so as to not interfere with sexual activity. Often pairs with torn_clothes and open_clothes, such as in post #4202070 and post #3345087.

As this tag is for fully clothed characters, it is mutually exclusive to nude, topless and bottomless. Do not use functionally_nude in these cases.
