O.O I tend to divide Legendary pokemon into 3 Catagorys
Rare Titans and Gods
Some Legendaries aren't actually all that strong compared to the more common pokemon but what makes them so valuable is the rarity of them O.O things like Mew Genesect Celebi Latios and Latias (without soul dew) are actually outclassed by several non Legendaries in several regards Espeon Gengar and Greninja keep up with pokemon like this just fine but that doesnt make them Legendary does it? Personally I tend not to make a big deal if someone uses these against me in battle
now Titans are the overly Powerful Legendaries that command Greater natural power things like Deoxys Mewtwo Lugia and the various Lesser Trios (Bird trio Beast trio ect) and can be quite destructive if their power gets out of hand For instance you would feel more nervous against a Ho-oh than you would against a Shaymin in battle because one is clearly more powerful than the other (not talking about type matchups)
now the GODS of Legendary pokemon are the ones that bend the fabric of Reality with their powers and are most definantly too OP for people not to feel irritated when someone uses them against you things like Arceus (duh) Dialga Palkia Giratina Mega Rayquaza and others are revered as Deities in their respective Regions and can ultimately destroy the entire world or in some cases Universes if they alone get outta control
Very large Differences in their level of powers wouldnt you say? Some of the Titans even rival the Gods

Why can't she have one? For someone to have been able to capture a Legendary pokemon (in a Poke ball none the less) takes alot of work or she simply befriended it but one way or another Latias is a highly intellegent Pokemon capable of understanding human speech very easily so It must see something of worth in this Nurse Joy
