This is an acceptable and oft-used mispronounciation of "sumimasen", produced as a result of speaking quickly.

喫いません "Suimasen" (suu conjugated in polite negative form)
"suu" means to breathe, inhale, or to smoke; therefore, suimasen means to not smoke.

Since it's here in hiragana, both would be perfectly valid translations. There is nothing in the context of the image to clarify which is intended, so we can go with the tried and true "just copy what Danbooru does" method. I'll copy the note over.
