And if someone didn't tell me this was a genderswap of some Axis Powers Hetalia characters, I wouldn't have known, certainly look like the original Senshi characters to me. Wonder if it was listed on the source site?

Regardless of how well other characters know her, she's still an Outer. The Inners are the personal bodyguards of Sailor Moon/Princess Serenity. Sailor Saturn is not one of those bodyguards (her stated mission is protecting the system's Outer Rim) and is therefore not an Inner- completely different mission means a completely different team. The fact that the talismans of the Outers awaken Saturn, and not anything Sailor Moon or the Inners did, is a pretty strong argument that she's more closely connected to them, I would say.

The whole concept of the Inner Senshi and Outer Senshi is all a fan creation anyway, so it's a moot point. And besides, if we were going with what is considered Inner Senshi by the inner solar system, Jupiter wouldn't even be among them; the Asteroid Senshi would.
