Envy's a shapeshifter, so gender isn't really an issue. Makes sense, since he/she remained almost completely gender-neutral in the first FMA series. Though looks a bit more masculine in Brotherhood. Still, 'it' looks good in a short-skirt.

Boy in 1st anime (at least originally).
Genderless in manga.
Genderless in Brotherhood.
Shapeshifter who's been men and women.
Conclusion: Envy has no defined gender she/he/it can be whatever it feels like. People just feel like drawing/thinking of Envy as a boy more often than a girl.

methinks the added muscles on the Brotherhood Envy is a part of the whole "40 ton green monster crammed into a single body" part unique to that series... just some anon brainstorming there.
