How is the byakugan rare when there are two families with it, while there are only two people with the sharingan now?

Why not the Byakugan? Because it doesn't help you learn jutsu which is why Orochimaru wanted the Sharingan in the first place. Remember his goal is to learn every single jutsu in existance.
