The Master's super mutants may have retained their sexual characteristics below the waist, but that was some kind of modified FEV being using. And even then, they were sterile and the Master's goals were all for nothing.

Well, them having sexual abilities may have been confirmed if you consider Fallout Tactics canon, since they had a level where they were trying to reproduce and had... babies... kind of.

If this is indeed an East Coast version, then they may well be completely asexual. Their only way to reproduce was to dip more humans into the FEV vats and hope it worked, rather than try and make babies.

I mean, even with how stupid Vault 87 mutants were, if they knew how to make use of energy weapons and miniguns, they would have figured out what went where if they had them.

Actually, them being able to have sex was confirmed in Fallout 2.
Marcus mentions that it takes some time after dipping to get the juices flowing again.
