No, you're wrong. It's a character cosplaying as Lucifer/ Helel from the Shin Megami Tensei series. Possibly a character from the series itself but there's just as much possibility that he's from some other series or maybe even just an original character. And as a note in case anyone's willing to argue with me on this, this is his angel form. Not the demon one. Just take a look at the Megami Tensei Wiki and you'll see I'm right.
