This picture is actually a pun.
"Kami" means paper or God.
Gods are referred to as "Kami-sama" with the sufix "sama" as a form of highly respectful adressing.
"Toire no kami" means toilet paper and "Toire no kami-sama" means toilet god.
Oh, and it's also in the tags.
