While the MiG-25 had a theoretical top speed of Mach 3, in reality, like most Soviet fighters the thing was so cheaply made that operating it above Mach 2.5 pretty much guaranteed damaging the engines and/or airframe beyond reasonable repair and severely restricted its combat range. Its powerful engines were more important for rate of climb (to reach SR-71s and/or B-70s quickly) than top speed.

SR-71 was prototype to the end when MIG-25 was a series-made fighter and it has all chances to shot down SR-71. It matches prototype-spy plane in speed and altitude. And can carry aa missiles.
Soon after that SR-71 programm was closed - expensive and hard to technicially maintain and having no maneuvrability plane has no chances against regular soviet fighter.
It's about 2 prototypes against 1190 migs of all types(spy, fighter, nuclear bomber).

In reality the plane was 30 years old and since the prematurely scraped the tooling and jigs, they couldn't make anymore parts, therefore keeping them in service was becoming more and more difficult. While the MiG-25 had the speed to catch up to the Blackbird (which it did on a couple of occasions), no attempt was made to actually shoot one down. More than likely the short range and fragile engines of the MiG kept it from being a serious threat to the Blackbird.
Also too, the MiG was no more manuverable than the Blackbird, which rules out theory. The MiG has been described as a 'straight line' plane at top speed. You can keep it level, but that's about it.
