No, anon2. Saori is NOT a loli. age alone does not determine whether a girl is a loli. What defines a loli is a girl with a pre-pubescent body. AKA, no boobs, no defined sexual traits, just the body if an underage little girls. For example, the teacher in Index, who is(seemingly) an adult, has the body of an underage 11 year old. Therefore, she still qualifies as a loli despite her (proclaimed) age.
