The problem with Gai and Lee is that their power is a means to an end. They risk their lives when they go all out and once they are finished they are helpless and powerless. This is one of those cases where having more Stamina beats out being way stronger. Naruto has that stamina to keep going even if all of his efforts and extrapowers have been exhausted. ^^

Though, the point is is that ALL that power is meant to be used to completely beat down the opponent so they, at the very least, can't keep going (effectively) themselves, leaving themselves easy pickings for others, assuming the attacks don't kill them first.
Only more "special" opponents could withstand such attacks, much less keep going like, as shown (later, not in this gif), Kisame and whatnot.

You think Lee and Gai lack stamina?......You fail fine sir....with all the training and work they do....I doubt Naruto could go through a week of training with Lee. Also...If Lee was able to use ninjutsu....He would DESTROY all. Shadow Cloned Lee
