Its an anime, and this is just one half episode. Its a Night of the Living Dead/Dusk till Dawn parody, try finding it.

If you notice, blonde(named Panty) is using a dildo attached to a jackhammer. a character in Dusk till Dawn used a jackhammer as a weapon.
