Nonsense. Tetsu will Tsubame himself a Tenhou Ryuuisou and win the game before the first discard. Even Koizumi isn't that fast.

But it turns out Akagi predicted that, and fucked with his wall so that cheat doesn't work. Also, he's probably gonna have few attempts at Tenhou with Tacos staying double East a long time (as depicted here).
