You are correct Anon1. It's a reference to a joke made in episode two. When they go to sex ed class, the teacher hands out condoms and Panty thinks it's bubblegum. Also the first episode with Briefers, so it's fittings Panty'd wear a sweatshirt that says "geek girl," and in the same color as Brief's jumpsuit.
