I always thought that wearing such a... provocative outfit doesn't seem like a very delinquent-y thing to do.
Come to think of it, how come her and Asuka's sprites are recolors of generic units? It's not like they're like Hoggmeiser and Maderas from the first game where they only get a few lines and then completely disappear from the game after they join you.

Disgaea is a low-budget game. They took the low-budget route.
As for the first part... I guess she just likes showing off day midriff and dat cleavage? Not that I'm complaining. In fact, maybe it's her way of doing service for men, making it a delinquent action in terms of Disgaea's definition of what delinquency is.
