Well, you could go either way with that question. On one hand, Ranma's female form is entirely female; on the other hand, however, Ranma is naturally male.

It's sort of like asking if it's cross-dressing when he wears bikinis at the beach so he can go in the water.

I think that if you know about the curse and that Ranma is naturally a male, that having sex with his female form would not necessarily mean you're gay/bi, but it would peel you slightly away from full-on straight.
