technically by japanese standards it is, since the term is derived from "mechanical" thus all mechanical objects in that contects are mecha, they dont have to be a giant robot, and as jedi1357 mentioned, it can transform into a giant robot, so even thing it is a mecha in the standerd u.s. definition of mecha.
