Lelouch used his powers both on Kallen and Shirely at certain points in the series. I don't recall if he ever used it on the Class Pres btu she'd be the onmly one needing convincing. Also CC mentions several times in the series Geass doesn't work on her hence why her eyes aren't red he hasn't used it on her, she just wants his cock.

Kallen liked Lelouch but obviously not enough to stay at his side after the Order of Black Knights learned of his Geass. Kallen also rejected his advances when he was on Refrain, why would it be any different now?

If we were to imagine how this came about, here's my idea:
First off he never used the geass on shirley and kallen for their respective things, he could have given the command to them and the pres that when they are alone with him, they are to act like sluts..
As for C.C, he could have just banged her so that when they all get together, this happens...

Lelouch had to lie to her so that she wouldn't get shot by those other Black Knights, and then rejected her attempts to defect later on, because he's a self-centered, martyr-complex madman.
