1-3 is toddler
4 upwards is shota, where the cutoff is is debatable. Most people wouldn't really call a teen a shota, since by itself, shota means prepubescent boy, and you don't start puberty at 18.

To finish this debate for you;

Shota doesn't refer so much to age, as it does to look. Shota simply implies a young, male boy-toy. The only changes are when it moves to older male (cutoff is debatable, often defined by look, a 30 year old skinny, clean shaven, small, feminine male is often still considered "shota"), and when it goes down to toddlercon.
