Oh, come on. There's plenty of stupid characters. To start with, Code Geass has Tamaki, who does literally nothing but attempt to intimidate his allies and superiors, and trash his own mecha with no confirmed kills.
If anything, Code Geass needs more bros. All of Code Geass's biggest faults could be solved by more bros. Preferably with guns, but we can't be too picky.

It could be worse. For one, he's not as bad as Hathaway when it comes to inept minor characters; at least he never killed his own allies. For another, if he's a bad character in the way you described him he still isn't as bad as GSD-Kira, who kills everyone on both sides just by showing up.

Just now noticing the conversation under this image, and all I have to say is:
Man, do I wish Sunrise would just be brave enough to officially experiment with dropping various Gundam-series characters [particularly all the characters that are already in school settings at the start of their shows] into Code Geass' setting.
Then we could see the chaos they cause as "Britannian" students at Ashford alongside Code Geass' own cast.
