It's the character. The tag belongs. If there is an artist named Lain, they should use the tag "lain_(artist)" just like every other artist should be. The tag goes back.

We will use what Danbooru uses in this example, the artist is unknown, so we will use artist_request for that, the character is Iwakura Lain, so we will use iwakura_lain. End of story.
