Actually, while the position seem awkward, the movement is way faster than having it place in usual place.
One fast movement up, and the knife is in the hand, the second movement down can either be defensive or already be an attacking move.
should it be on the hips it would require 1 movement down to grab it a 2nd one to unholster it and the 3rd would be defensive.
