Not every artist will do the same character exactly like the original or like another piece of fanart, Anon1.

The only way your claim would be plausible would be the very basic nature of the original character herself, adhering to most of the stereotypical kitsune features and not expressing very many 'exclusive' attributes that would make her stand out from the rest.

But if the intention of this artist WAS to portray Kongiku, there really isn't anything here to say its NOT her, at least nothing beyond the artist's own style.
