Not everyone knows this, but Naruto's usually retarded look is mostly due to his equally-retarded choice of clothing. Let alone the stupid orange jumpsuit makes him look like an idiot (and fat) there's also the fact that he zips it up to his chin which is done by Kishi on purpose to give an "immature" effect, and the way he ties his forehead protector also raises his hair like a flower-pot.
In the few instances Naruto's jacket zips down a little and his forehead protector flies away, he actually looks really cool.
