I'm not certain, but I think the artist may be Junny. Saucenao had 4 hits. First one was a deviantArt account called OKLAMIKU. Obviously it wasn't that one. Second one just said creator:unknown. The third one was what was most useful, it listed the name of the game and several artists. Fumi, Junny, Keny, and I-raf-you which is a circle. So I just did process of elimination, checked artwork from each artist to see if it looked similar in style to this and saw that Junny was the one that was the closest.
