would this even considered pokemon. i just see it as fan art of Japanese folklore. seeing a nine tailed fox or kyubi is portrayed in a verity of mangas

The image has "Pokedex no. (something I can't make out) Type Fire Ninetales" in the bottom left. It also says "Kyuukon", the Japanese name for Ninetales, in the top right. Furthermore, it's tagged "Kyuukon" on the source link.

Just that's enough for it to be considered Pokemon. Just because it also looks like something else doesn't mean that we should remove the correct tag. If we did that, a LOT of pics would have to have their character and series tags wiped.
