Not only have Capcom's employees previously stated on record that in Japan she tucks her business away - but you can check their current website for Street Fighter X Tekken and it implies that she's still packing:

Actually, the creator of Poison (Akira Yasuda) is no longer a Capcom employee, so I'm not particularly inclined to take his word over Capcom's own website.
Furthermore - current Senior Vice President of Capcom Entertainment, Christian Svensson, recently stated that Poison's gender is supposed to be ambiguous.

Actually at first Poison was female, but Capcom Japan during developed decided to make her a newhalf so that feminist groups in American didn't sue.
The region difference of Poison's gender is that in Japan she was born a newalf and in America, it was changed that she was a post-operation transsexual.
Since Gelbooru goes by the original Japanese source, the Vice President of Capcom USA's words are pretty much invalid, since the American ports of most things typical don't stick to it's Japanese origins. So it would most likely be best to tag her as a newhalf since that's what she is in Japan.
