Yeah, I don't know about the Cheating/NTR... both seem a bit... strong....

As for where it came from....
IF you keep Agrias, her two knights (Lavian & Alicia), and Mustadio, and you happen to be in a town on Agrias' birthday, Mustadio gets her limited edition lipstick as a birthday present.
Lipstick that gives +3 Phys & Magic attacks, boosts Holy attacks, AND equips Protect, Shell, AND Haste!
Clear to see why Agrias would be... grateful.
All three have more than a few scenes together, so again, clear to see where supposed relationship feelings stem from...
But outside of that one hidden event, it seems likely to many that a Ramza/Agrias pairing is how it happens.
Hence, this piece.

Agrias isn't a thing with anyone officially, but you could make a strong supporting case that she would end up with Mustadio in the setting--a stronger case than her ending up with Ramza, to be sure, considering Ramza wanders off into the sunset with Alma and is never heard from again.
At least Mustadio and Agrias see each other after the credits if they survive.

Word of God has said two things:
1. Everyone survived the final battle. No one but Ramza and Alma are seen at the end for the same reason as every other scene in the game: they couldn't account for which characters may have died before that point, or if the player even recruited them at all.
2. When asked about the subject of romance, the director(?) said they weren't able to give Ramza a love interest for the above reason, but if he had to pick someone for Ramza to be with, it would be Agrias.
