That might be an Arisaka-99 or Arisaka-38 rifle. I'm not completely sure, because the artist drew it at a funny angle, but I still think so. It looks like mine, but mine has the Chrysanthemum crest on it so it's a bit different.

All I see is the Rising Sun Flag. I'm not sure why someone would upload just a flag to Gelbooru, but it's a Japanese flag so it's vaguely on topic.
I'm not sure about comparing this to the Nazi Hakenkreuz. The Nazi Hakenkreuz was created by the Nazi party and was only used by the Nazi party. The Rising Sun Flag has been used in Japan since the Edo period and a modified version is *still* the flag used by the JSDF. It has a lot more to its history than just its use in World War II.
