It becomes obvious if you look at the "raki_kosu" tag. This is just one image in a large series of pictures drawn by that artist - they're part a game cg set, apparently. So the uploader probably was copypasting the list of tags between all the images as he uploaded each one. He apparently forgot to remove some that are not applicable to this image, but are for other images in the series...there's other ones featuring undressing, swimsuits, etc. I'll remove the unnecessary tags on this one, though.
