I agree with #294701. Pan is probably the most likely to reach this threshold, and I'd prefer imagining it being her than a femal Goku. Bet it wouldn't take long either once she finally broke that Super Saiyan threshold.

According to Toriyama, having 1/2 Saiyan blood is the minimum requirement to transform into a Super Saiyan. And as TSE said, only a full blooded Saiyan can reach Super Saiyan 4.

Super Saiyan Pan (any form) was always impossible.
However, Bra (Vegeta's daugther) did have the potential to reach the initial transformations.
