I guess she could pass as loli oppai, but since the designs are puni there is always confusion, just like with lucky star I would say loli oppai would be right on the button

There really isn't something called "oppai loli" Loli is a body type: Short, flat or small breasts. It's not about an age is about the looks. For instance, a character can be 100s of years old but still be a loli.

When people say oppai loli, they generally just mean "like a loli in every way, except with big boobs". It's pretty much only this site that doesn't use the term. Even Japanese people use it (well, the say loli kyonyuu, but it's the same idea).
