Don't know what the deal with the scepter is... But the wolf on the cloak suggests House Stark of A Song of Ice and Fire.
I think it's Eddard Stark and his brother Benjen. But Benjen took the black and can wear no symbols, ornaments, fly no banners... Weird.

It's Eddard Stark and Robert Baratheon -when they were young and at the battles- Robert fought with maces, and his clothes are incredibly similar to when we see him for the first time as an older king. They were very handsome as young men
