Piracy and fansubs are just an excuse, they're not the real reason. The reason we don't hardly see official uncensored releases any more is because the Japanese porn companies realized that when they released uncensored versions for foreigners, the Japanese would just import the foreign releases at a lower price rather than buy the Japanese originals.

In practically any other country an industry that saw that happen would realize that the censorship law was creating a competitive disadvantage and lobby for it to be changed (I guarantee that would happen in America). Here's the thing, though: Japanese society is SO DAMN CONSERVATIVE, and the profit margins on the domestic releases was so high because of inflated pricing (a DVD with two episodes could go for $60, and many hentai would only be released one episode at a time--it costs a fortune to collect anime in Japan, even more than outside it), that they responded the exact opposite way--they tried to stop Japanese from having access to the uncensored versions, first by removing the Japanese language track, then by flat out abandoning exports altogether.

As a result, no more official English releases, no more uncensored versions, and many incredibly good hentai released in the past five years are doomed to have mosaics forever, all due to the stubbornness of the Japanese ero-anime industry and government. It's starting to come back around just a little bit with Mangagamer and a few other companies now, but the industry is basically being dragged kicking and screaming into something it should have been doing all along--the lack of adequate translation budgets, minimal advertising and slow releases makes it like they almost seem to hope that the venture will fail, they can say "Told you so" and go back to ripping everyone off with overpriced censored games and movies.

The first and foremost reason for censorship in Japanese media is due to the MacArthur Law which was impossed by the US on Japan after their defeat in WWII. This is a very braodbased law which covers many areas, but does include things such as censorship of the genitals. So you really can't be mad at the Japanese for following laws that we made for them.

I think there actually were censorship laws before WWII. They just weren't as strictly enforced (and plus a smaller porn industry, probably)
