I'm fairly certain that's supposed to be crocodile as a young boy but the pic makes no sense. It's already been said by crocodile himself that when he was younger he was like Luffy.

I think the concept is that his childhood self would hate his older self for taking away the joy and freedom of life that he supposedly valued as a younger man.
