Yes. The speed of a rocket is relative to the speed of the airplane which it gets launched from. If we call the velocity of the rocket if it were launched from a stationary launcher on the ground vsub0 and we call the velocity of the plan vsub1, the velocity of the rocket fired from the plane will be vsub0 + vsub1. The rocket will also be slowed down by air resistance, but rockets have a much smaller surface area than planes, so they will be affected less.
