15, that's how old Brock was in his debut in the anime. Considering that ages don't really seem to change much -- Ash still being 10 as an example, -- this paring wouldn't really be that out there considering that Dawn and Brock would only really have a five year age difference of sorts.

... though it does make it creepy when you realize all of those older women that Brock (A 15-year-old) has flirted with and crushed on.
