His name is indeed "Luffy" - the trouble lies with the Japanese pronounciation; the Japanese do not have an "l" sound in their language, and thus often interchange it with "r".
Although I must also admit that this is not the first time I've seen the German dubbers fuck it up. Just listen to a German episode of Naruto - they itterate the otherwise silent "u" in Sasuke's name. Where as it is actually pronounced "Sas-ke", they pronounce it "Sa-SU-ke". It annoys me every time I hear it.
