There's absolutely no resemblance. Either the artist thought they could just draw something like this with all the wrong colors and no similarities and call it a Tyranitar or somebody deliberately tagged it wrong.

It's the personification of Tyranitar, you can tell from the green hair and how it resembles recent personifications of it. and slao look at the spikes on her belt as well as how her clothes match Tyranitars pattern.

Therefore this is the personification of Tyranitar.
