not a high enough demand? westerners don't care much or hate anime, japanese don't care for FPS'es

third party mods are slow and small because its a lot of work, i've been trying to do an HL2 or MW mod with raildex for awhile, lack the skills and the time

they're are anime shooters, they just arent huge mainstream blockbusters

Right. Developing a good story, good engine, good cutscenes, all the actors for said story, huge worlds and play areas, and researching how to make a combat system different from the tons of other rpgs, is somehow cheaper to do than to copy+paste every one of their previous games and just slightly edit the weapons and make new maps like CoD does. Makes sense.
