"loli" has absolutely nothing to do with age. It's purely a body type. A character that is 2,000 years old but looks like they're 9 is a loli; likewise, a character that is 9 but looks like they're 16 isn't a loli.

Your call on this image was right, but for the wrong reason. Breasts that large simply contradict the requirement that a character look like a child too much for the tag to still apply.

Have you ever considered that this is simply the artists style? In your case, are you saying that all females drawn by Oono Tetsuya should be labeled as Loli, despite having body shapes that clearly are not?
