Eh, it's not like we never had breasts in Godzilla before, the first film in the scene with the islanders on the beach watching the sea there's three topless women, Godzilla vs Hedorah/Godzilla vs The Smog Monster has that hippy lady though it's more a suit trying to be bodypaint and failing, Godzilla vs Megalon has pinups in the back of the truck, Terror of Mechagodzilla had android ladies boobs exposed when she was being operated on, and finally Return of Godzilla/Godzilla 1985 has the pinups on the lockers of that ship in the beginning.
