I think it's more likely that this is a Breton rather than an Elf. Her ears seem too short for an elf and the skin tone doesn't match any of the elven races except maybe Bosmer. Furthermore her eyes are blue, a color much more common among Bretons.
She also looks kinda short, (Breton again, although I suppose this applies to Bosmer as well).

Its definitely an elf (look at where the ribbon decorations are in the hair and you'll see the ends of the pointy elf ears) but I couldn't tell you if it was high elf or wood elf. Though wood elves I believe are a bit shorter then high elves so it possible that this is a wood elf.
On the other hand Frost Atronachs are pretty big so its hard to get good scale on the elf when only other thing in the image is a hulking Frost Atronach.
